Equal chance for all to apply for rally sites

I REFER to the letter by Mr Edmund Lim Wee Kiat, 'Make it easier
to apply for permits for rally sites' (ST, April 26), suggesting
an online application system.
Any application system must not only be simple to understand but
must also be clear to applicants that it is being objectively and
impartially administered.
The current personal application under a first come, first served
system is simple and applicants from all parties can see clearly
for themselves the system in practice and be assured of its integrity
and impartiality.
The procedure is also well-established and is therefore familiar
to all parties.
Under this first come, first served arrangement, all parties have
equal opportunity to apply for rally sites on the same terms.
For this election, police had extended the time for application
for rally sites to 4pm on Nomination Day. The Police Liaison Office
(Elections) handling applications is also open every day from April
27 to May 4.
